Kevin R. Murphy is the owner of Basketball Products International. He served as President of the Downtown Norfolk Civic League for 10 years and was appointed to the Norfolk City Planning Commission in 2016. Mr. Murphy is the current Chair of the Planning Commission and serves on numerous boards and committees, including the Elizabeth River Project, Elizabeth River Trail Foundation, Norfolk Preservation Collection, Railroad District Business Association, and St. Paul’s Advisory Committee. Mr. Murphy was the 2014 recipient of the Roy Badgley Distinguished Service Award, given annually by the Downtown Norfolk Council to the volunteer of the year. He and his wife, Dawn, moved from downtown to Park Place in 2020.
Kim Sudderth brings over 15 years of extensive experience as a strategic planner and social justice organizer in various sectors, including non-profit, state government, and corporate. Throughout her career, she has effectively united individuals from diverse backgrounds to drive positive transformations within businesses, organizations, and personal lives. Her primary focus has been on equity, advocacy, and leadership development.
Ms. Sudderth holds a Bachelor's degree in Sociology with a specialization in Diversity and Inequality from Saint Leo University. Additionally, she has a certificate in Leadership, Organizing, and Action from Harvard University's John F. Kennedy School of Government. Ms. Sudderth has actively served her community by participating in several boards and commissions, including the Norfolk Planning Commission, which she joined in June 2020. She is also certified as a Planning Commissioner by Virginia Commonwealth University and has served as Vice-chair of the Norfolk Planning Commission since 2022.

Joe Hamm; Ward 2 RepresentativeStorytelling through music composition, filmmaking, and photography engages Joe’s efforts to advance the social and musical goals of the nonprofit organization Soundscapes. He is a professional drummer, performing with his jazz band, The Hamm Hawks, and supporting singer songwriters Jacob Vanko and Jonah Ross. Joe works as a teaching artist, recording artist, and is a folder of large pizza slices. Powered by the sun, Joe lives carbon neutral with his partner Paige and their enthusiastic dogs, Tidus & Luna, in Park Place where he serves as Vice President of the Park Place Civic League.
Joyi A. Winston is Virginia native and has been a resident of Norfolk since 2018. Her interest in public service sparked as a teen while working in retail as she assisted customers with enhancing their shopping experience. In 2011, Joyi originated a committee named “L.O.G.I.C.”. This group encouraged young adults to boldly explore their spirituality. Later, finance and business development became another acquired pursuit. The foundation in this field expanded when she became involved with marketing and managed a territory of 7 states for several years. Additionally, Joyi obtained her real estate license in 2022. She is an inactive agent, as her primary focus is to refurbish distressed properties. Joyi is presently employed by the federal government. She understands the importance of diligently and effectively serving people in various arenas. The quest to provide assistance is evident as her background consistently builds in supporting the welfare of others. Striving to offer hope, justice, and a sense of fulfillment for all is Joyi Winston's devotion to society and mankind.
Vincent Hodges is a Community and Social Justice Advocate residing in the Berkley neighborhood in Norfolk’s Ward 4. Vincent has been a Norfolk resident for 24 years, and engages throughout “His City” with Veteran engagement and support (American Legion, Post V), DEI initiatives (Elizabeth River Trail), and Food Insecurity (Norfolk Food Policy Council). He currently sits as the Norfolk Branch NAACP’s 2nd Vice President, an active member of Beacon Light Civic League, and commits to his neighborhood’s preservation by working with Community Elders as a member of the Berkley Historical Society. Vincent is currently employed by Old Dominion University as the Program and Finance Manager for the Institute of Coastal Adaptation and Resilience (ICAR), where his community outreach regarding environmental sustainability is focused on advocacy of underserved and marginalized residents of Norfolk.

Enrique E. Figueroa, Ph.D; Superward 6 RepresentativeDr. Figueroa was born in Uvalde, TX, though after turning ten, the family moved to Modesto, CA. He concluded all his schooling, BS, two MSs, & a PhD in California. During graduate school, he was selected for the first class of the Congressional Hispanic Caucus Institute’s (CHCI) Fellowship Programs—he was subsequently selected as the Distinguished CHCI’s Fellow. He was a Professor at Cornell University for about 11 years, where he served on a number of Faculty Committees as well as a faculty Advisor to student organizations. He was selected by President Clinton as a Presidential Appointee to be a Deputy Under Secretary at the USDA. Subsequently, he was recruited by the University of Wisconsin, Milwaukee to be the Director of a Center focusing on Latino issues, where he established and ran the Latino Nonprofit Leadership Program. He has an extensive publication record. His tenure home was in the Department of Urban Planning, from which he retired in 2018, after being at the University for 16 years. He has been recognized with many awards and honors.
Dr. Figueroa has served on numerous national, state, and local boards and commissions, serving as chair on some. He founded the GenteChicanaSOYmos Chicanos Donor Advised Fund at the Greater Milwaukee Foundation, which supports Chicano/a Arts throughout the country. He moved to Norfolk to be close to his son, a former Marine Corps Captain, and daughter. His has three small grandchildren. He is an avid reader and has traveled extensively throughout the world.

Marjorie Mayfield Jackson; Elizabeth River Project RepresentativeMarjorie Mayfield Jackson is the Executive Director of the non-profit Elizabeth River Project. She helped found the organization in 1993 with a mission of equitable collaboration to restore the environmental health of the Elizabeth River. She is proud to live on the river in Norfolk’s Gowrie Park, a part of Lafayette-Winona.
Kindra Greene is the Executive Director of the Elizabeth River Trail Foundation. She has a BA from Virginia Wesleyan University and an MFA from Queens University of Charlotte. She served in the Virginia Service Conservation Corps through AmeriCorps as a Natural Resource Ranger. She has held roles in non-profit management focused on community building and economic development and has been an educator and professional writer for over a decade. She is a Certified Interpretive Guide and a Tidewater Master Naturalist and believes that everyone deserves safe access to green space and that trails can transform communities.
Linda is a proud “boomerang,” a Hampton Roads native who returned to town after attaining her degrees and starting her career in the northeast. Her Jackson-Pollock-like career path includes stints in development at the Philadelphia Orchestra, corporate finance in Manhattan, middle school education, and nonprofit leadership. She currently serves as the Executive Director of both the Greater Norfolk Corporation and the Norfolk Innovation Corridor where she leverages her extensive network and optimistic personality to bring people and resources together to enhance our area’s economic vitality. She currently serves on the boards of the Norfolk Forum, RISE Resilience Innovations, and the Elizabeth River Trail.
